The cell-planet thinking was successfully used already in the 1980s to demonstrate a new kind of human value in the public renewal of the internal and external corporate image of Valmet Paper Finishing Systems' international industrial organization.
😁 "Growing an individual into a whole planet of cells with the idea of cooperation became a huge challenge in my work, when I realized that every citizen of an EU country is also a citizen of the European Union with the associated rights and challenges. And that this Union-wide realization can be the beginning of a new bright era for 450 million people and a happier cooperation between all levels of the Union. Already in 2005, I was invited to the Commission's workshop in Brussels to talk about the core and route map of the "Personal EU" initiative. Shortly after that, I was happy with the decision to use the theme as the information society theme of Finland's EU presidency. Of course, I was also happy to quickly earn the nickname "Mr. Personal EU".
😁 15 years later, on 15 December 2022, key EU leaders signed a very citizen-oriented declaration "Digital rights and principles" in Brussels. I am happy that this kind of opening finally fits the EU frameworks.
Along with such positive progress, I would like to mention a couple of instructive moments for the coming days, so that the last step of the "certain victory" of the idea would also be secured in time.
😣 As part of the aforementioned Valmet corporate image process with cell planet thinking, a "Personal guide" was published for the personnel, 1300 people. However, the HR manager demanded that the name of the newly printed brochure be changed to "Personnel Guide". So, before help arrived, I had to order 1300 stickers at my own expense and stick them on the "wrong translation" myself.
😣 It is also necessary to remember once again the moment in 2005 when cellular planets and hierarchical boxes bitterly exchanged places with each other: my already approved program as the information society theme of Finland's EU presidency underwent a "small" change: The theme "Personal EU" was accepted during the delegation's trip to Brussels in the form of "Leadership" ."

While TeamFinder creates the individual's Union network, TRAIN P4 acts as the "official," secure fast track and engine that organizes PPPP expertise, resolves shared challenges without silos, and multiplies the individual citizen's (Person's) leverage, turning it into a cross-cultural "team of teams.
How does the TRAIN work? An interface concretizer and a "Personal Commission"
TRAIN makes the interface between traditional institutions, companies, and new, agile citizen teams (organic cells) tangible. When an individual citizen connects via this interface to their own Union-wide Personal EU team—as well as to the Political/Public and Private sectors—their influence grows in unprecedented ways. TRAIN P4 multiplies the individual citizen's leverage into a Union-wide "Personal Commission," whose performance is cross-cultural even at an official level.
In practice, the TRAIN P4 operates in three ways:
As a solver of shared challenges: It gathers issues arising between various parties and transforms them into direct, practical action items (to-dos) for the citizen's own "Personal Commission." A melting pot of best practices: It enables mutual learning without administrative barriers. Traditional organizations learn agility from cellular structures, while organic cells gain stability and economies of scale from institutions.
A driver of purposeful action (the P4 movement): It ensures that cells—which are in a state of constant change—and static organizations move in the same direction: toward the Union’s shared vision.
A digital gateway to the community: Strong authentication and Europa.eu. Access to both the "TeamFinder" tool (for one's Personal EU team) and the "Train P4" interface has been made as direct and secure as possible for the citizen: using strong authentication to enter the shared, evolving EU meeting place for all people (europa.eu), where the "Personal EU" world awaits right at the entrance. eIDAS-based strong authentication ensures that trust is built into every interaction from the very first second.
What does TRAIN P4 offer to each of the four Ps?
TRAIN P4 structures life and career according to the PPPP model, flattens hierarchies, and distributes benefits to every level:

Frictionless trust and speed: Robust eIDAS authentication embeds trust directly into the system. An inventor, a crisis management expert, and a defense startup from different parts of the EU can find both a team and a public-sector partner in mere seconds.
Safe Spaces: Mission- and data-specific sovereignty packages create secure "wagons" (collaborative zones) for teams. Within these, cybersecurity solutions or material innovations can be developed without the risk of leaking trade secrets.
Dynamic cross-pollination of resources: The network functions like a pan-European "app store" for security and innovation collaboration. These are the concrete "meetpoints" and applications that make the vision a reality in everyday life. These tools enable continuous, low-threshold interaction, knowledge sharing, and collaboration, without which the vision would remain just an idea.
COMPARER: When you talk to an international audience about your familiar local topics, listeners will easily prefer to think about their local issues. Not because they don't care, but because they can't follow what you really mean. The Comparer is an AI component that extracts parallel technical, economic, and social facts from each country and displays them as visual/audio crystallizations for comparison on the map. By comparing, we understand each other much more easily.
VOTER: Voting is a good way to come to democratic solutions. The Personal EU teams benefit from an illustrated VOTER showing the plus and minus volumes of the team's opinions as visual and numerical graphs. With your permission, the results can be saved into a union-wide P4academy opinion bank for later research and daily use.
PROJECTER: Because the team members have much in common, they are on a growing scale specialists in those common things. Every person is born into the world to live a meaningful life. In the EU, your importance is ensured so that you are also a citizen of the Union if you are a citizen of an EU country. You have the right to vote in the election of representatives of the central European Parliament throughout the Union. The starting point is therefore promising for democracy.
However, it seems that in the everyday lives of 450 million people in 27 countries, cultural diversity, unfamiliarity with topics, and a lack of unifying means of interaction have prevented citizens from expanding their everyday interests and interaction with the entire Union. This is also reflected in the low turnout in the European Parliament elections: only 50% of us use our right to vote to get our preferred representative into the Parliament. This affects the Union's choices and future policies, including relations with forces in the outside world.
The leadership of the European Union, the pioneer of democracy, has long emphasized the centrality of the citizen, and now, finally, the interactive means of the information society allow this to be implemented widely and safely. We must recognize our central role as citizens and people in our national societies and the European Union. This identity must never be hidden. Our challenges, experiences, ideas and perspectives are the core of the EU, and the communication between citizens across the Union paves the way for a more sustainable future for all.
Citizens play a key role as quick early sensors in relevant situations, even at the level of the European Union. Their proactive and timely interaction can have an accelerating and, in many ways, clarifying effect on official decision-making processes. By connecting early, citizens can offer valuable insights and perspectives that would otherwise be overlooked. Utilized feedback increases the dedication and responsibility of the population and promotes more broad-based solutions, ensuring that the administration increasingly encourages the sharing of current experiences and constructive policies to improve the quality of life and promote sustainable development throughout the Union.
